-건립 10주년인 2027년부터 본격적인 교육,문화활동 전개 예정
-전국 140여개 소녀상 중 그 당시 76번째로 건립
구리시 평화의 소녀상 건립추진위(상임대표 허득천)은 최근 호주 멜번에서 평화의 소녀상 존치를 둘러싼 우려스러운 상황이 이어지고 어 전국적인 서명운동에 참여했다.
호주 멜번에서는 2019년 시민들의 참여와 노력으로 빅토리아주 한인회관 앞에 세워진 평화의 소녀상의 존치가 위협받고 있는데, 빅토리아주 한인회는 오는 10월 17일 ‘정치적 중립성 확립’ 등을 주요 현안으로 임시총회를 개최할 예정이며, 이 과정에서 소녀상 존치 문제도 논의될 것으로 알려지고 있다. 불과 지난 8월 15일 한인회는 ‘멜번 평화의 소녀상 연대’와 일본군‘위안부’ 피해자 기림의 날 행사를 공동 개최하며 평화와 인권의 가치를 되새겼다. 역사적 피해와 보편적 인권, 평화의 가치를 기억하기 위해 세워진 기념물의 존치 여부를 ‘정치적 중립성’이라는 잣대로 재단하는 것은 역사와 인권의 문제를 정치적 진영 논리로 변질시키는 일임을 강조해왔다.
또한, 미국 애틀랜타에서는 한인회관 앞에 설치됐던 평화의 소녀상이 2024년 7월 건물 2층으로 옮겨졌다. 현재 소녀상이 있던 자리에는 이승만과 맥아더의 동상 설치가 추진되고 있다.
뉴질랜드 오클랜드에서도 평화의 소녀상 설치가 추진되는 과정에서 일본대사관이 설치 허가 철회를 거듭 요구했고, 결국 올해 4월 설치 신청이 최종 거부됐습니다.
평화의 소녀상은 일본군성노예제 피해자들의 삶과 역사를 기억하고, 피해자의 존엄과 인권, 전시성폭력의 근절과 평화를 염원하는 보편적 가치를 담은 역사적 기억과 추모의 공간으로.
정의기억연대과 구리시 평화의 소녀상 건립추진위는 멜번을 비롯해 세계 곳곳에서 평화의 소녀상을 지키고 일본군성노예제 피해자들의 목소리와 역사를 이어가는 시민들과 연대하며, 뜻을 함께하는 국내외 단체의 공동연명을 했다.
한편 , 구리시 평화의 소녀상 건립 추진위는 2017년 10월 23일에 시민들의 따뜻한 마음으로 50,836,066원을 모금하였고, 참여 인원 약 7천여명 이상모금하여 건립되었고, 참여인원 약 4천여명, 설문 참여인원 약 3,101명으로 건립백서 발행과 구리시 관내 초중고 도서관에 보냈던 바가 있다.
현재까지는 소녀상 주변의 청소와 건립위 추진의 의미를 되살리는 운동을 해오고 있으며, 2027년 부터는 교육, 문화활동 등을 병행할 계획이다.

최근 호주 멜번에서 시민들이 함께 세운 평화의 소녀상의 존치를 둘러싼 우려스러운 상황이 이어지고 있습니다.
멜번에서는 2019년 시민들의 참여와 노력으로 빅토리아주 한인회관 앞에 세워진 평화의 소녀상의 존치가 위협받고 있습니다. 빅토리아주 한인회는 오는 10월 17일 ‘정치적 중립성 확립’ 등을 주요 현안으로 임시총회를 개최하겠다고 공고했고, 이 자리에서 평화의 소녀상 존치 여부도 안건으로 다뤄질 예정입니다.
평화의 소녀상은 특정 정파나 정치 진영의 입장을 대변하는 조형물이 아닙니다. 일본군성노예제 피해자들의 삶과 역사를 기억하고, 피해자의 존엄과 인권을 지키며, 전쟁과 전시성폭력이 다시는 반복되지 않는 세상을 만들겠다는 시민들의 뜻이 모여 만들어진 기억과 평화의 상징입니다. 이러한 소녀상의 존치 여부를 ‘정치적 중립성’이라는 잣대로 판단하려는 것은 매우 유감입니다.
역사적 진실을 기억하고 인권의 가치를 지키는 일은 정치적 성향이나 이해관계에 따라 달라질 수 있는 사안이 아닙니다.
특히 멜번에서는 지난 8월 15일 빅토리아주 한인회와 ‘멜번 평화의 소녀상 연대’가 함께 일본군 ‘위안부’ 피해자 기림의 날 행사를 열고 “역사를 잊지 않고 평화와 인권의 가치를 가슴에 새긴다”고 밝혔습니다. 그 자리에서 함께 확인했던 평화와 인권의 가치가 불과 몇 달 사이에 달라진 것은 아닐 것입니다.
멜번의 한인사회에는 평화의 소녀상을 세우고 지키기 위해 오랫동안 노력해 온 많은 시민들이 있습니다. 시민들이 함께 만들어 온 기억의 공간이 정치적 판단이나 이해관계에 따라 그 의미가 훼손되거나 존치가 흔들려서는 안 됩니다.

더욱 우려스러운 것은 이러한 일이 일본 정부가 오랫동안 평화의 소녀상 건립을 방해하고 철거를 요구해 온 상황에서 벌어지고 있다는 점입니다. 일본 정부는 각국 정부와 지방정부, 시민사회 등을 상대로 평화의 소녀상 건립을 방해하고 철거를 요구하는 등 지속적으로 압력을 가해 왔습니다.

평화의 소녀상은 일본군성노예제라는 반인도적 전쟁범죄의 피해를 기억하는 동시에, 전쟁과 식민지배 속에서 자행된 여성에 대한 폭력이 다시는 반복되어서는 안 된다는 다짐을 담고 있습니다. 소녀상을 지키는 것은 피해자들의 목소리와 역사적 진실, 그리고 인권과 평화를 향한 시민들의 약속을 지키는 일입니다.
시민들의 참여와 노력으로 세워지고 지켜져 온 평화의 소녀상이 어떤 마음과 뜻에서 만들어졌는지, 그 안에 담긴 역사적 의미와 보편적 인권·평화의 가치를 다시 한번 함께 돌아봐 주십시오. 소녀상을 지키고 기억을 이어 온 시민의 목소리에 귀 기울이며 이 기억의 공간이 지닌 의미를 함께 이어가기를 바랍니다.
우리는 멜번을 비롯해 세계 곳곳에서 평화의 소녀상을 지키고 일본군성노예제 피해자들의 목소리와 역사를 이어가는 시민들과 계속 연대하겠습니다. 일본 정부의 역사부정과 역사지우기에 맞서 기억의 공간을 지키고, 일본군성노예제와 같은 전쟁범죄와 인권침해가 다시는 반복되지 않는 평화로운 세상을 위해 끝까지 함께하겠습니다.

Recent developments in Melbourne, Australia, have raised serious concerns over the continued presence of the Statues of Peace built through the collective efforts of local citizens.
In Melbourne, the continued presence of the Statue of Peace, which was installed in front of the Korean Community Center in Victoria in 2019 through the participation and efforts of local citizens, is now under threat. The Korean Society of Victoria has announced that it will hold a special general meeting on Oct. 17 to discuss major issues including the “establishment of political neutrality,” and whether the Statue should remain in place is also expected to be on the agenda.
The Statue of Peace is not a monument representing the position of any particular political party or political camp. It is a symbol of remembrance and peace, created through the collective commitment of citizens to remember the lives and history of the victims of Japanese military sexual slavery, uphold their dignity and human rights, and build a world in which war and wartime sexual violence are never repeated.
It is deeply regrettable that the continued presence of the Statue of Peace should be judged according to a standard of “political neutrality.” Remembering historical truth and defending the values of human rights are not matters that should change according to political orientation or interests.
In Melbourne in particular, as recently as Aug. 15, the Korean Society of Victoria and Friends of “Comfort Women” in Melbourne jointly held an event commemorating the victims of the Japanese military “comfort women”, declaring that they would “never forget history and would hold the values of peace and human rights in their hearts.” Surely the values of peace and human rights that were affirmed together on that occasion have not changed in the space of just a few months.
In the Korean communities of Melbourne, many citizens have worked for years to establish and protect the Statues of Peace. These spaces of remembrance, built collectively by citizens, must not have their meaning diminished or their continued existence placed in jeopardy by political judgments or interests.
In Atlanta, the Statue of Peace, which was installed in front of the Korean Community Center following a resolution adopted at the Korean association’s general meeting in 2022, was moved to the second floor of the building in July 2024. Plans are now underway to install statues of Syngman Rhee and Douglas MacArthur at the site where the Statue previously stood.
More concerning is the Japanese government’s ongoing backlash against the Statues of Peace. It has continued to pressure national and local governments and civil society around the world, attempting to prevent their installation and calling for their removal.
In Auckland, New Zealand, the Japanese Embassy repeatedly opposed efforts to install the Statue of Peace, and the application for its installation was ultimately rejected in April of this year.
Under these circumstances, relocating the Statue of Peace built by citizens, or reconsidering whether it should remain in place on the basis of political interests, could, regardless of intent, ultimately lend support to the Japanese government’s continuing history denialism and erasure of history.
The Statue of Peace commemorates the victims of Japanese military sexual slavery, a war crime and a crime against humanity, while embodying a determination that violence against women perpetrated through war and colonial rule must never be repeated. Protecting the Statue of Peace means protecting the voices of the victims, historical truth, and the promises made by citizens to uphold human rights and peace.
We ask you once again to reflect together on the intentions and commitments that led citizens to establish and protect the Statues of Peace, and on the historical meaning and universal values of human rights and peace embodied in them. We hope that you will listen to the voices of the citizens who have protected the Statues of Peace and carried forward their memory, and that together we can preserve the meaning of these spaces of remembrance.
We will continue to stand in solidarity with citizens in Melbourne, and around the world who are protecting the Statues of Peace and carrying forward the voices and history of the victims of Japanese military sexual slavery. We will stand together to the end against the Japanese government’s history denialism and erasure of history, protect these spaces of remembrance, and work toward a peaceful world in which war crimes and human rights violations such as Japanese military sexual slavery are never repeated.
